The Outing Park apartment houses comprise the largest collection of residential buildings constructed by the prominent Springfield developer/builder team of Gagnier & Angers. The 23 buildings were erected in the early 20th century to house the city’s emerging middle class population but by the 1980s the neighborhood had deteriorated and was largely abandoned. Subsequent revitalization efforts succeeded in stabilizing the buildings and boosting occupancy. A project is currently underway to rehabilitate all 23 buildings using state and federal assistance, thus triggering Section 106 and Chapter 254 review by the Massachusetts Historical Commission.
